Michael Porter gave a keynote address to close the end of TCIs 6th Annual Conference. The presentation outlined the economic reasoning behind cluster strategy and how it has been greatly developed over recent years, helping make cluster-based approaches a widely accepted strategy for economic development.
Surveying multiple real world examples the presentation demonstrated the successful implementation of cluster-based approaches and what made them work effectively. Affirming how the conceptual foundations of cluster strategy have been made evident when applied to specific industries and regions, Porter laid the foundation for the future goals of cluster-based strategies. The "old model" of governments providing direct incentives and assistance must not be replaced by the "new model" of collaboration between the government (at multiple levels) and all members of the cluster. Through continual collection and analysis of cross-sectional and time series data, it will be vital to define clear and appropriate roles for government and industry. Sharing the results of these collaborations will help ensure that the new model works for future development.
