The Cluster Policies Whitebook combines two functions:
Firstly, it constitutes the proceedings of the 6th Global Conference of The Competitiveness Institute (TCI), which was held in Gothenburg, Sweden, the 17-19 September, 2003 on the theme "Innovative Clusters - A New Challenge". Secondly it aims to structure the opportunities and challenges for policymaking raised by cluster development.
The first public presentation of the Whitebook was made at The Competitiveness Institute's Annual Conference in Ottawa, Canada.
Thomas Andersson gave an
introductory presentation to the Plenary, which was followed by the participants of the conference choosing one of the eight breakout sessions, that dealt with different areas of issues from the Whitebook. Each breakout session group counted on a facilitator who summarised and forwarded the outcomes to Elisabeth Waelbroeck-Rocha, CEO BIPE, who then synthesised the main findings in a
summary presentation .
The synthesised material together with the main findings from the Whitebook will serve as a basis for a new project to make the Whitebook a living document. The living Whitebook consists of an interactive version of the Whitebook which will soon be added to this webpage, and a discussion forum.
This Forum is divided into the eight different topics that were dealt with at the breakout sessions. Each category in the discussion forum begins with the material that was available to the facilitators at the Ottawa conference, and the first reply offers the main findings as presented by Elisabeth Waelbroeck-Rocha.
