Le Maroc Competif

In 1995, the Le Maroc Competitif was launched in Morocco to develop a cluster-based approach for economic growth. In cooperation with the World Bank and an agreement with the European Union, Morocco identified four potential clusters to drive the economy: textiles and apparel, sea products, tourism, and electronic and information technology.

Morocco views the cluster approach as a pyramid. At the top of the pyramid are industries which provide products and services for exports and are supported by a second level of supplier industries and the bottom level consisting of basic economic infrastructure. The country is counting on bottom-up initiatives to stimulate growth in these target clusters.

An initiative being implemented is cluster-to-cluster cooperation between the Moroccan and Italian leather industries, with the more established cluster supporting the emerging cluster. This cluster-to-cluster approach is part of an initiative from the United Nations Industrial Development Organization (UNIDO) that focuses on cluster development in conjunction with the promotion of small and medium Enterprises.
