Cecil Freeman

Assistant Deputy Minister, Enterprise & Innovation, Government of New Brunswick

Cecil Freeman is the Assistant Deputy Minister of Business and Innovation for Business New Brunswick. He is responsible for the Government of New Brunswick's Innovation Agenda. In addition, he is responsible for the Department's business development, community economic development and eNB.ca programs. Cecil has also championed the Government of New Brunswick's eNB Strategy in the public, private and academic sectors including the development of the Report of the Premier?s Roundtable on eNB and Innovation and the first eNB.ca Action Plan.
Prior to this appointment, he was the General Manager and Chief Executive Officer of the Maritime Forestry Complex Corporation. The Corporation developed, designed, built and operates the Hugh John Flemming Forestry Centre in Fredericton. Mr. Freeman has held various other positions with the Province including Assistant Deputy Minister of Planning and Administration with the Department of Commerce and Development, Economist with the Community Improvement Corporation, Part-time Professor of Economics at St. Thomas University, and Resource Planner with the Saint John River Basin Board. He has also worked in Nova Scotia as a Regional Planner.
Cecil has been active in a wide range of volunteer leadership activities. He has occupied the following positions - Campaign Chair of the United Way, President of Junior Achievement of Fredericton and New Brunswick, President of the Kiwanis Club, Chair of the Fredericton Municipal Plan Steering Committee, Chair of the Fredericton Civic Pride Committee, President of a non-profit housing company, Chair of the Board of Governors of the Beaverbrook Auditorium and Theatre New Brunswick, a Director of the Council for Business and the Arts in Canada, and Chairman of the Board of the Trans Canada Trail Foundation.
Mr. Freeman attended the School of Urban and Regional Planning at the University of Waterloo where he received an Honours Bachelor of Environmental Studies degree. He completed a Masters of Science in planning studies at the London School of Economics and Political Science.
Mr. Freeman is Member of the Canadian Institute of Planners and has been active in the Institute of Public Administration of Canada. He has been President of the New Brunswick Regional Group and National Conference Program Chair.
