Report on the Lisbon strategy by the High Level GroupThe Lisbon strategy, as it has since come to be known, was a comprehensive but interdependent series of reforms taken by the European Union. They were taken in the light of European leaders committing themsleves in 2000 on the EU becoming by 2010 "the most dynamic and competitive knowledge-based economy in the world capable of sustainable economic growth with more and better jobs and greater social cohesion and a respect for the environment."
The European Council held in Brussels in March 2004 invited the Commission to establish a High Level Group headed by Mr Kim Wok to carry out an independent review to contribute to the mid-term review. The report was intended to identify measures which together form a consistent strategy for the European economies and to achieve the Lisbon objectives and targets.
