This paper was presented to The Competitiveness Institute at the 3rd Annual Conference, Clusters in the New Millennium. It examines the changing governance context of firms and clusters, and then formulates the considerations for a regionally based strategy for sustaining their growth.
In this paper the idea is discussed that in order to cultivate a solid foundation for clusters to expand and adapt continuously, the cluster has to be internally understood – within the company, as well as externally – from a regional dimension.
