A paper by the Eindhoven Centre for Innovation studies on the accumulation of technological capabilities.
This paper attempts to construct a framework in order to analyse the topic of clusters and small and medium industrial enterprises in developing countries and how they are often based on long-run competitiveness.
The focus of this paper is thus on how technological learning occurs in clusters and when the phenomenon is actually underway rather than why some certain regions are learning-rich and others stagnate. This is a much harder question to answer.
