This paper, in cooperation with UNIDO, discusses public-private partnerships as a tool for economic development and competitiveness with specific reference to the African continent.
The paper aims to outline mechanisms to foster and evaluate public-private consultation and partnership to promote competitiveness and economic development. Firstly it elaborates the global economic trends that have created the conditions that have fostered such efforts. Then it moves on to describe the location-based drivers of competitiveness and economic development. Followed by the key attributes of public-private consultative mechanisms and partnerships. Then the paper uses some of the cluster development initiatives that have taken place around the world as examples of either failure or success. Lastly it develops mechanisms to foster and evaluate public-private consultation and partnerships to promote economic development in the modern world economy. Examples from several African nations are described and conclusions and recommendations from these examples are set forth.
The main objective is to develop a set of guidelines for public-private consultative mechanisms and partnerships for economic development that will be particularly useful in African nations and developing economies in general.
