Planning for clusters
In 1999 ECOTEC Research and Consulting Ltd, in association with Regional Development Studies at the University of Newcastle-upon-Tyne was commissioned to undertake a study for the Department of Trade and Industry, UK, and HM Treasury called "Planning for Clusters".
The study had 5 core objectives:

to identify the influence of the planning system

to identify whether industries have similar demands in terms of location and infrastructure

to identify the wider contextual repercussions of the establishment and growth of clusters
-
to examine a number of UK clusters at different stages of development
-
reach conclusions on what factors bring about successful clusters and whether these factors can be replicated
