The knowledge-based economy calls for strategies, policies, and institutions to support a new model of development based on innovation, the promotion of knowledge diffusion and the development of advanced skills. This is increasing a problem for Latin America and the Caribbean (LAC) and this paper addresses this challenge.

The general idea is based on two key concepts for SME development; innovation clusters and cooperation networks. Moreover the general approach involves a third element; the application to the case of W-CLASS (Panama World Class Program for Software, E-commerce and E-business).
