Basque Country, 12th International Conference on Competitiveness

Hosted by Orkestra-Basque Institute of Kompetitiveness and Development and the Ministry of Industry, Commerce and Tourism of the Basque Country Government, in collaboration with TCI-The Competitiveness Institute, the event will bring together a range of government experts working on the fields of competitiveness benchmarking and competitiveness policy to exchange experiences and generate ideas.

Building on the analysis at previous events, the 12th Conference is themed primarily around the measurement/benchmarking of competitiveness. However, the event is open to suggestions from invited participants with regards specific themes and challenges within the field of competitiveness policy more broadly. For example, the local hosts have a particular current concern with aspects of the relationship between innovation and competitiveness, incorporating measurement, policy and evaluation issues.

The conference will be structured around the suggested contributions of participants, grouped into sessions that treat related topics and facilitate focussed discussion. In continuity with past events, and to facilitate exchange of ideas and practice, presentations should reflect on specific experiences/issues that also have relevance outside of the contributor’s domestic policy context.

Participants at past conferences have primarily been officials from national governments working in areas related to the measurement of competitiveness and/or competitiveness related policies. In line with an increasingly regional approach to many areas of competitiveness policy in Europe and other parts of the world, the 2008 conference aims also to invite a number of participants working at regional level. This brings the prospect of interesting discussion on the challenges of measuring competitiveness at different territorial scales in a coherent framework, and the ‘fit’ between policy initiatives at these different scales.
