ICF: Associate Director-Global Economic Strategy (GES)

ICF International seeks an Associate Director to support our Global Economic Strategy line of business. This position is based in ICF's San Francisco office and reports to the Senior Vice President of GES.

ICF has a longstanding history of excellence developing and managing strategy consulting services to national, state and local domestic and international governments, agencies commissions, alliances, partnerships, associations, and chambers. GES develops analytically rigorous and collaborative solutions for new economic input advantages that form, expand, and attract industry to generate economic prosperity, advance equity (fairness), improve sustainability (global climate change) and enhance quality of life.

The Associate Director will be responsible for business development and client management focused on four distinctive segments of the GES business:

Sustainable Competitiveness Strategy:
· Strategy development for client economic portfolios
· Development of market-driven, collaborative solutions, implementation partnerships and performance tracking systems.

Industry Cluster Development and Competitiveness Strategy:
· Strategy development for specific industry clusters
· Development of collaborative solutions to accelerate enterprise formation, business expansion and industry attraction

Economic Input Institution Assessment and Strategy Development:
· Assessment of economic impact and comparative performance of institutions and their responsiveness to industry needs
· Development of stakeholder-driven collaboration solutions to achieve input match to economic needs.

Business Plans for Next Generation Institutions:
· Cluster-based market-analysis, organizational development plans and implementation structures
· Business plans for "next generation" institutions, including universities, R&D institutes, technology centers and investment funds, integrated technology parks and "smart growth" (TOD) centers.

The Associate Director will be responsible for:

· Identifying new leads, developing new service offerings and expanding existing services to clients
· Leading the development of proposals for new opportunities and positioning ICF for growth
· Working across ICF to develop coordinated and integrated projects leveraging ICF competencies
· Managing projects including client relations, planning and delivery of project deliverables, communicating progress to client and other stakeholders, managing media communications and public outreach.
· Overseeing and interpreting rigorous overall economic performance analysis, cluster analysis, economic input foundation analysis.
· Facilitating highly participatory industry cluster as well as institutional collaborative working groups
· Lead decision-maker groups to identify cross-cutting commonalities, craft initiatives and implement solutions, consistent with ICF client lifecycle focus of: Advise, Implement, and Improve.

The candidate will have a strong background in the full spectrum of Global Economic Strategy business development activities and will be able to understand and effectively articulate ICF’s unique value propositions in this market. Between 10 to 25 years experience in the development, sale and management of consulting assignments to similar clients required. Master’s Degree in Urban/Regional Planning, Public Policy, Regional Economics, or Business-related subject required. Strong intellectual and group leadership, analytic, writing and facilitative skills are essential. Exemplary communication, collaboration, negotiation, organization and partnering skills are essential. Candidates are expected to have existing consulting backlog and/or a customer relationship-base that will enable them to contribute in the short-term to the growth of the Global Economic Strategy line of business at ICF.
