The Cluster Policies Whitebook - an introduction

The Cluster Policies Whitebook combines two functions: Firstly, it constitutes the proceedings of the 6th Global Conference of The Competitiveness Institute (TCI), which was held in Gothenburg, Sweden, the 17-19 September, 2003 on the theme "Innovative Clusters - A New Challenge". Secondly it aims to structure the opportunities and challenges for policymaking raised by cluster development.
