A word from the vice president
---------------------------------------------------------------
The first Cluster Policies Whitebook is now ready and available
on the TCI website. This book will be used in many ways. To some
extent the authors have helped to position the phenomenon of
clusters in the knowledge field of economics - thereby reaching
out for both the professors and policy makers in this particular
and important field.
For those of you who are neither professors or ministers, please
keep in mind that Part II is focused on practice and contains
material drawn directly from mini-forums from last years' TCI
Conference in Gothenburg.
The value of the Whitebook will be put to a test in the up coming
Ottawa Conference. Each TCI member is offered to participate in
one out of eight major discussions from the book as proposed by
the authors, the executive committee of TCI and the organizers.
The conclusions in Ottawa and the "living document" on the TCI
web will then be assessed by the Executive Committee and its
Advisory Board.
My feeling is that more balance would be achieved by inputs from
social psychology and sociology. Who would volunteer for "The
sociology of clusters"?

Initiation of the Northern Clustering Alliance
---------------------------------------------------------------
A meeting was held recently in Silverskär, Åland, Finland to
address the national initiatives of the recently formed Northern
Clustering Alliance. The network is driven by the needs for
competitiveness and innovation; the demand for tailored micro
economic policies including cluster development will increase
sharply in the Baltic Sea Region.

The Cluster Policies Whitebook

The long awaited Whitebook is now available for download! Based
on the results of last year's TCI conference in Gothenburg, this
Whitebook gives a kind of "state of the art" of cluster policies.
Written by Dr. Thomas Andersson and his international team from
IKED, it will also play an important role in our next Annual
Conference in Ottawa.

Thai region ready for cluster development

Results from TCI questionnaire: Barriers and solutions for
evolving clusters

In January 2004 TCI distributed an electronic questionnaire to
all TCI members. The questionnaire sought to identify the
barriers which most commonly impede the cluster formation
processes - and it also sought to identify examples of clusters
successfully overcoming these obstacles.

Victoria (Australia) launches RFID cluster

Victoria, Australia's south eastern state has started a cluster
for the radio frequency identification (RFID) industry. The
launch of the cluster, named VIC RFID Action, was announced by
the Victorian ITC Minister, Marsha Thomson earlier this month.
