Word of the President
---------------------------------------------------------------
This month we are going to meet in Barcelona with part of the
Board of Advisors. We hope this meeting will be another step to
improve the structure of TCI and the services we are able to
deliver to our members. In our next newsletter we will inform you
about the outcomes of this meeting.

I am also happy to announce that we have a first flyer and
schedule for our 8th annual conference in Hong Kong. The
conference will take place on November 8 to 11, preceded by
cluster tours in the Greater Pearl River Delta. You can get some
information on the conference topics and location in the flyer.

I would like to encourage you to use the new Forum on the
Whitebook. It follows the discussion groups we had in the Annual
Conference in Ottawa and is meant to continue the dialogue on
these issues. You can have a look at the introduction or go
directly to the Whitebook Forums, where you will find the
introduction and the outcomes from the conference breakouts in
the first two messages. We want to continue the dialogue started
in the conference and the Whitebook - this is an opportunity to
bring as many knowledge together as possible adn for you to
exchange and get feedback on your experiences.

Baden-Württemberg enhancing its position as Open-Source-cluster

Baden-Württemberg in Germany enhances the development of its
Open-Source-Cluster with a package of new initiatives. The MFG
(Center of Competence for Media and IT) is the motor behind some
of the measures taken. The aim is to create competitive
advantages and employment through the use of open-source-software
in research, the economy and administration.

Singapore tops the World Economic Technology report
The Global Information Technology Report 2004-2005

In the recently published World Economic Forum's Global
Information Technology Report, Singapore took the top billing out
of a list of 104 countries. The report ranks Singapore as the top
economy in exploiting global information and communications
technology (ICT) developments.

Ras Al Khaimah (UAE) signs joint venture to set up Technology
Innovation Centre

The government of Ras Al Khaimah, one of the United Arab Emirates
has signed a joint venture agreement with the Swiss Centre for
Electronics and Microtechnology (CSEM) in order to set up a
Technology Innovation Centre.

Korean government invests 784 million USD in high-tech cluster

The Korean government intends to lure 790 billion won (784
million US dollars) in investments before 2010 to build an
industrial cluster for radio-frequency identification (RFID)
technology in Songdo, near the western coast city of Incheon.
