Decentralisation is important for allowing greater motivation, specialisation, prioritisation based on the understanding that exists only at local level, according to the Whitebook. At the same time, there is a risk for capturing of policymakers by vested interests. There is a risk of lack of required competencies, of duplication and overlap. Which are the main risks? How can they be avoided? How maximise the benefits of decentralisation and minimise the costs?
There are different kinds of economies, some are centralised to begin with, others relatively decentralised, some suffer greatly from centralisation and institutional rigidity, lack of risk-taking culture and openness to experimentation, others from lack of coordination, costly overlap, conflict at the expense of consensus.
