Evaluations are often applied in a piecemeal manner, perhaps in defence of traditional approaches. What is key to the potential of monitoring and ex post evaluation of measures to be applied in ways that allow for the disclosure of costly and inconsistent programmes and measures, and to promote more of a comprehensive approach in policymaking?

Should evaluations be applied for the purpose of supporting better implementation of policies, e.g., in a process-oriented fashion? How is this best done?

Authorities may need to be spurred to apply more meaningful evaluations. What could private sector actors gain from that? What should they request from policymakers in this field?

What more orderly forums, and means for exchange, may be warranted to improve the identification of best (or worst) practices, and to diffuse lessons?
