Too Many with Too Little

"Too Many with Too Little - The Challenges for India's Development Paradigm'' is the title of a publication by the the Regional UNIDO Director, George B. Assaf, in which he emphasizes the importance of cluster development for India.

The book discusses if India can become an economic powerhouse of the twenty-first century: how its industry can increase productivty and the importance of the small scale sector.

Assaf especially emphasizes the importance of clusters: "The township of Panipat, in Haryana, produces 75 per cent of the total blankets produced in the country. Agra produces 1,50,000 shoes daily. Ludhiana produces 95 per cent of the country's woolen knitwear and 85 per cent of the country's bicycles and bicycle parts."

The UNIDO director sees Italy as a role model because in Italy, samll and medium sized enterprises account for over 40 per cent of GDP and are called the `spine' of the economy.
