U.K. Deputy Prime Minister John Prescott announced a government investment to match funding from three regional development agencies to boost employment, transport, housing and tourism in the North of England over the next 20 years. The objective is to close the prosperity gap between the North and the richer southern part of the country.

The plan is set out in a report entitled “Moving Forward: The Northern Way” and was written for three development agenices: Representatives of the three agencies - Yorkshire Forward, One NorthEast and Northwest Development Agency.

The main priority of the plan is to create an "entrepreneurial culture" to help new businesses and research projects flourish and attract graduates and skilled employees. It also aims at getting more people into work. And it proposes to help six industry clusters to establish themselves in the world. The clusters that were metnioned are: chemicals, food and drink, advanced engineering, energy and environmental technologies, financial and professional services and logistics. Furthermore infrastructraul improvements are proposed for the main motorways, public transport, airports and sea ports.
