This paper sets out current thinking on clusters and details the contribution a clusters approach can make to economic development. It is specifically aimed at cluster innitiatives in Victoria, Sydney.
It provides a basis for the development of a comprehensive policy framework to promote clusters in Victoria, Australia. Once in place the policy framework will set out the guidelines on how to select, fund, monitor and evalualate clusters in Victoria. Then it will outline when it is appropriate for the Victorian Government to support clusters and how current programs can be realigned to assist and upgrade clusters.
