This report was produced for the Bologna conference for ministers responsible for SME's and industry ministers, 2000.
The paper looks especially at a practitioner's perspective on the development of two forms of partnerships: business networks and clusters. Firstly, it introduces several business networking programmes that have been introduced over the last decade. It then goes on to compare the similarities between networking programmes and in clustering programmes. Lastly, it focuses on some of the issues that public policy makers need to take into consideration when developing networking and clustering interventions.
