This is a paper by Iain Begg from the South Bank University.
The aim of this paper is to look beyond the idea of competitiveness in an attempt to identify what it is about cities that makes some more competitive than others. It is apparent that competitiveness is not clear and at times can be rather bemusing. Intuitively, it concerns the supply-side of the economy, yet fiscal and monetary policy (the demand-side) can also have a major impact on key variables.

The next task is to make sense of the concept of competitiveness which involves bringing together the factors that bear on the performance of the cities.
