In 1999 ECOTEC Research and Consulting Ltd, in association with Regional Development Studies at the University of Newcastle-upon-Tyne was commissioned to undertake a study for the Department of Trade and Industry, UK, and HM Treasury called "Planning for Clusters".
The study had 5 core objectives:
  • to identify the influence of the planning system
  • to identify whether industries have similar demands in terms of location and infrastructure
  • to identify the wider contextual repercussions of the establishment and growth of clusters
  • to examine a number of UK clusters at different stages of development
  • reach conclusions on what factors bring about successful clusters and whether these factors can be replicated
