Thomas Winther - Commissioner for West Africa
Letter of Intent

The Board of Directors of TCI has approved the nomination of Thomas Winther, as Commissioner for West Africa, delegating its faculties to him on issues concerning competitiveness initiatives in West Africa. The mission of Thomas will be to increase the awareness and knowledge of TCI, to the extent possible to increase the membership base of TCI, to ensure synergies with related competitiveness activities elsewhere and to engage individuals and organizations in a joint effort to develop cluster and competitiveness policy and practice.

In addition to the responsibilities related to the West African region The Board of Directors of TCI delegates also to Thomas the responsibility to initiate activities ensuring that TCI takes the lead during 2006 in developing a pan-African platform for dialogue and collaboration on competitiveness.

The period of the mission is one year, to be prolonged pending on a mutual assessment and agreement. Thomas will be working directly with the president and will also report to TCI Boards of Directors and Advisors.

Thomas Winther (MA Economics, born in Denmark 1970) has 10+ years of experience with private sector and business development in developed as well as transitory economies. Before becoming an independent consultant Thomas Winther worked for the Danish Government, The European Commission, The Nordic Council of Ministers and Nordic Innovation Centre. In recent years, increasingly responsibilities and assignments has been emphasizing specifically innovation and competitiveness issues.
Since 2005 Thomas Winther has been based in Accra, Ghana, from where he in addition to continuing assignments in the Nordic and Baltic Sea region also facilitates a new dialogue on competitiveness in (West) Africa. This dialogue among key stakeholders emphasizes cluster development and innovation systems as a point of departure for re-energizing private sector development policies and initiatives (also in developing countries).
