Short experience in industrial innovation then economic policy for local gouvernement since ten years - implement Rhone-Alpes Region's clusters

Since 2002, the Rhone-Alpes Clusters approach is intended to network businesses and players of excellence working in the same sector to boost competitiveness of companies focusing on that market. Business Involvement, especially of SME, is a priority : Thomas COTTINET, who implements clusters for Rhone-Alpes Region, will present Rhone-Alpes Clusters AND explain how Rhone-Alpes Region organizes this business involvement, with a local approach of the governance.

JM has 10 years of experience at CIDEM. He's developed support programs related to industrial change, innovation policy at local level, technological assessement, business transfer and others. Current occupation is Head of Strategic change Division responsible for stimulating clusters by focused action plans

François De Schutter, Flemish Institue for Technical Research (VITO) - Flanders (Belgium): VITO
François De Schutter obtained a Ph.D. in Physics at the K.U. Leuven (Belgium) in 1984 in the field of superconductivity. In this year, he started research work in microelectronics at Bell Telephone Mgf Co. with work on submicronlithography. In 1985 he moved to the Nuclear Research Center in Mol and started to work in the fields of liquid metal corrosion and the development of chemical sensors in liquid sodium and lithium. After moving to VITO, the Flemish Center for Technological Research, he was responsible for the research group on sensor development, where chemical sensors for high temperature gasses and industrial aluminum melts were investigated. In 2001, he became a project manager in laser technology and was also responsible for the networking of the Center of Expertise "materials Technology". Since 2006, Dr. De Schutter is responsible for the corporate scientific relations of VITO. VITO is one of the major Flemish research institutes active in the fields of environment, energy and materials. The various European, Belgian and Flemish networks in which the Center of Expertise "Materials Technology" is active will be reviewed. Based on this review, a balance between benefits, efforts and disappointments will be made. Based on these comments, some recommendations of good networking practice is presented.

Jan Sandred, VINNOVA (Sweden)

VINNVINN: A Successful Swedish Methodology for Activating Laid Off Academics within a Regional Cluster
Jan Sandred is Special Advisor at the Office of the Director General at VINNOVA, Swedish Governmental Agency for Innovation Systems. He is also responsible for PR and marketing at The Competitiveness Institute, TCI. Jan Sandred was an Innovation Journalism Fellow in 2004, hosted by San Francisco Chronicle and have been working as a Reporter, Editor and Editor-in-chief since 1984, mostly with Swedish and international trade and business publications. In 2005 he worked as Senior Consultant at Grey Communications Europe. Between 1994 and 1999 he was a member of the Board of Directors, Talentum Sweden AB. Jan Sandred have done reference documentation for World Wide Web Consortium and have written several books on IT, the latest being "Managing Open Source Projects" (John Wiley & Sons, Inc., in Japanese at Ohmsha, Ltd.). He has a M.Sc. in IT and Mathematics from Uppsala University, a degree in Chemistry, as well as a degree in Journalism. Jan Sandred frequently speaks at and chair seminars and conferences and has appeared as a guest commentator on Swedish TV2 news program Rapport and News TV4. He also has a Master’s Certificate and is President of the Chamber Choir of Uppsala Cathedral.

VINNVINN is Swedish national program for increased mobility within a cluster/innovation system. The aim is to improve the social inclusion in clusters, create a market for new innovative product and services and provide a solution to the lack of seed money in early stage start-ups. It was initiated in 2003 and is developed and financed by VINNOVA the Swedish Governmental Agency for Innovation Systems. So far nearly 90 percent of the unemployed get a full time job after participating in the program.

Inés Sagrario, Competitiveness (Spain): Clusters around the world
Inés Sagrario has 8 years of mainly private sector experience working in developing countries in Asia and Africa. Inés has expertise in SME development issues including access to finance and markets, investment, trade and export promotion, and capacity building of business associations.
Prior to joining Competitiveness, she spent over two years working as a consultant for the African Development Bank in Tunisia and Cote d’Ivoire, with particular project focus on promoting business format franchising as an SME development tool in South Africa, Morocco and Egypt. In addition, her three-year experience working on trade and foreign direct investment in India has given her a wide perspective on private sector development issues in emerging markets.
With Competitiveness, Inés has carried out the project “Entrepreneurial innovation in the new Member States: challenges and issues at stake for the development of clusters of innovative firms” for the DG Enterprise & Industry of the European Commission. The project has conducted an in-depth analysis of the dynamics and factors that affect the development of clusters in the 10 new member states of the EU, and will produce recommendations for consideration by the Commission.
Inés is also responsible for Competitiveness’ business development strategy and actions in markets outside of Western Europe.

Master en Innovation Technologique à l'Université édérale de Tehnologie du Parana; Diplomée en Gestiondes entreprises au Centre Universitaire de l'Administration à Curitiba, Parana. Coordinatrice des Systémes Productifs Locaux et du développement régional du Système Fédération des Industries du Parana.
La présentation consiste à montrer la concentration productive du Parana et comment la Fédération des Industries (FIEP) organise ces clusters, sponsorise la formation continue dans les domaines entreprenarial et technique. Elle montre également comment la FIEP favorise l'accès à l'information sur les techologies, les marchés et appuie les formations, les partenariats et les alliances stratégiques, entre autres.

Frederic Antras, Manager Rhône-Alpes Aeronautic Cluster (France): Rhône-Alpes SMEs to face aerospace supply-chain new challenges through cluster initiative
Frédéric ANTRAS works for the Regional Chamber of Commerce and Industry Rhône-Alpes. He has been leading aerospace competitive programs for Rhône-Alpes SMEs for 4 years. He’s in charge of program conception and implementation.
He also worked for European transnational technology transfer initiative during 2 years with particular involvement in projects formalisation, partner search and validation.
Frédéric ANTRAS is PhD in organic chemistry and owns a 4 years experience in laboratory where he developed new methodologies to produce organic compounds.
Aeronautics is today an industry made up of integrated systems in which products are designed according to standardised architecture and modules. Suppliers need to develop more and more complex and technical offers. Their solutions are designed to meet performance objectives (in terms of cost per hour of flight, weight, functionalities…) involving innovation and partnerships. In structural terms, in order to win new markets, SMEs need adapting to take up the challenge of becoming more competitive. In that framework, Aerospace cluster in Rhône-Alpes brings to SMEs adapted tools, environment and services while Rhône-Alpes industrialists benefits from an exceptional aeronautics research and development environment.
