TCI Director Arthur Bayhan

Since 2006, Arthur Bayhan is Director on the Board of Directors of TCI-The Competitiveness Institute. He is Chief Executive Officer of The Competitiveness Support Fund in Pakistan.

Mr. Arthur Bayhan is a senior international economist and competitiveness expert. He received his postgraduate in economics and finance at Munich, in his native Germany.

He has held senior positions related to enterprise development, innovation and competitiveness. He has set up and was involved in the operations of economic growth programs in the emerging market economies and developing countries. He established and was involved in the operations of innovation, knowledge-based enterprise development and competitiveness initiatives in Asia and the Middle East, Baltic States and Poland. In Russia he set up an enterprise development Program and was involved in the initial years of its operations. As a result of his efforts, Mr. Bayhan received an award from the Government of the Russian Federation in 2000 in recognition of the impact he had on enterprise and capital market development.

In addition to his direct involvement in innovation and competitiveness he served as Senior Advisor to the Cabinet of the Commissioner of the Commission of the European Union on industry policies and finance in Brussels/Belgium, where he worked closely with European venture capital and enterprise development programmes, including the European Investment Bank in neighboring Luxemburg. Afterwards, he continued to be directly involved in universe of competitiveness, innovation and enterprise development funds. He held positions as Head of the Enterprise Development for non-member economies at the Organization for Economic Co-operation and Development (OECD) in Paris/France, Director of the Organization for Knowledge Economy and Enterprise Development in Sweden, and as Senior Special Advisor to the Swedish Agency for Innovation Systems.

Within the framework of the USAID sponsored Pakistan Initiative for Strategic Development and Competitiveness (PISDAC) project, Arthur Bayhan has designed the Pakistan Enterprise Competitiveness Support Fund (CSF) that is based on other existing and similar successful funds with which Mr. Bayhan has been involved. These include the above mentioned funds as well as funds and programmes that promote innovation and competitiveness in India, Thailand, Turkey, Ireland and Dubai.
