Word of the President

We would like to encourage you to participate in the Global
Cluster Survey, basis of the next Greenbook. You will find an
article in this newsletter, explaining this initiative directly
to the article. The deadline to send information on your cluster
initiative is the 7th of march.

In the last month we asked the members of our Board of Advisors
to share with us their latest experiences and research areas they
are working on. Some of them have responded to this appeal and we
hope others will follow. In future newsletters we will continue
informing you about the projects they are involved and this way
allowing you to see better who is behind TCI.

I would also like to draw your attention to the new Forum on the
Whitebook. It follows the discussion groups we had in the Annual
Conference in Ottawa and is meant to continue the dialogue on
these issues. You can have a look at the introduction or go
directly to the Whitebook Forums, where you will find the
introduction and the outcomes from the conference breakouts in
the first two messages.

United Arab Emirates plan biotechnology in Dubai

The United Arab Emirates has announced plans to create a 400
million dollar research and development park in Dubai. The park
will be called DuBiotech and is a bid to embrace biotechnology as
a tool for economic and social development.

Participate in the Global Cluster Initiative Survey 2005

The Global Cluster Initiative Survey 2005 will investigate the
situation of cluster initiatives all over the world. Cluster
initiatives are welcome to sign up for participation. The
deadline for sending the survey is March 7.

Cantabrian automobile sector unites

The government of the Spanish autonomous region Cantabria puts in
place a strategic plan and promotes the creation of an automobile
cluster in the hope that it will raise the regional GDP by 8%.

Conference on "Competitiveness through Export Clustering" in
Tirupur, India
----------------------------------------------------------------
The International Trade Centre (ITC) shall be organizing a series
of specialized conferences in 2005. This action was prompted by
the Executive Forum which provides a venue for senior public
sector decision-makers and business leaders to debate "best
practices" in national export strategy design and management.

Some reflections on East African activities in clustering

Following the regional conference in Bagamoyo in February last
year, an action plan had been prepared and resulted now in a
workshop for the national stakeholders, organized by the
University of Dar es Salaam.

World Bank aid for Inner Mongolia
----------------------------------------------------------------
China received a loan of 100 million dollar from the World Bank
in order to promote and sustain the development of cross-border
trade in the autonomous region of Inner Mongolia.

Die Zeit on clusters and cluster policies
----------------------------------------------------------------
German magazine Die Zeit published an article on clusters and
cluster policies in its issue of January 27. The article gives a
nice insight into the cluster world in Europe.

SME Cluster and Network Development: Principles and Practice
----------------------------------------------------------------
UNIDO-ILO will organize a course on "SME Cluster and Network
Development: Principles and Practice" from 18 to 29 April in
Turin, Italy.
