methodology to create a local govmt long term strategy which

Hi, I am a former MOC student at Harvard, and now I am working in a consulting firm in Bolivia. And, one of the projects that we are managing involves the use of a well-known methodology to create (discover) a local government long term strategy which involves cluster initiatives as part of economic development.
Does anybody know about such a methodology? or where might I find information about it?
